14. In accordance with resolution 1701 (2006), it is the primary responsibility of the Lebanese Armed Forces to establish, between the Blue Line and the Litani River, an area free of armed personnel, assets and weapons other than those of the Government of Lebanon and of UNIFIL.

The LAF, assisted by UNIFIL, have taken some specific steps to ensure that the area between the Litani River and the Blue Line is free of armed personnel, assets and weapons other than those of the Government of Lebanon and those of UNIFIL.

In this regard, it is important to note that this egregious incident took place only four days after the adoption of resolution 1937 (2010), which reaffirms once again the Security Council's call for " the establishment between the Blue Line and the Litani River of an area free of any armed personnel, assets and weapons other than those of the Government of Lebanon and UNIFIL " .

12. The UNIFIL investigation concluded that the presence of Israel Defense Forces soldiers inside Lebanese territory in violation of the Blue Line constituted a serious breach of the cessation of hostilities and the terms of resolution 1701 (2006), including the provision that there should be no armed personnel, assets or weapons other than those of the Government of Lebanon and of UNIFIL in the area between the Blue Line and the Litani River.
12 - وخَلُص التحقيق الذي أجرته اليونيفيل إلى أن وجود جنود جيش الدفاع الإسرائيلي في الأراضي اللبنانية في انتهاك للخط الأزرق يشكل خرقا خطيرا لوقف الأعمال العدائية ولأحكام القرار 1701 (2006)، ومنها الحكم القاضي بوجوب عدم وجود أي أفراد مسلحين أو أعتدة أو أسلحة، بخلاف ما يخص حكومة لبنان واليونيفيل، في المنطقة الواقعة بين الخط الأزرق ونهر الليطاني.

I would note here only the historic achievement of the deployment of the Lebanese army in the area south of the Litani River and along the Blue Line and the crucial role that an expanded UNIFIL is now playing in helping the Lebanese army to ensure that the area is " free of armed personnel, assets and weapons other than those of the Government of Lebanon and those of UNIFIL " .
وأكتفي هنا بالتنويه بإنجاز تاريخي هو نشر الجيش اللبناني في المنطقة الواقعة جنوب نهر الليطاني وعلى امتداد الخط الأزرق وبالدور الحاسم الذي تنهض به الآن اليونيفيل بعد توسيعها في مساعدة الجيش اللبناني على ضمان خلو المنطقة " من المسلحين والعتاد والأسلحة عدا ما هو تابع لحكومة لبنان واليونيفيل " .

" The Security Council welcomes the concrete steps taken by the Government of Lebanon, with the assistance of UNIFIL, to establish between the Blue Line and the Litani river an area free of any armed personnel, assets and weapons other than those of the Government of Lebanon and of UNIFIL and calls upon the Government of Lebanon to strengthen its efforts to this end.
