2. Invites further the GEF to take note of the following conclusion of the Committee with respect to activities undertaken outside the framework of the financial mechanism:
٢ - تدعو كذلك مرفق البيئة العالمية الى أن يحيط علما باستنتاج اللجنة التالي المتعلق باﻷنشطة المضطلع بها خارج إطار اﻵلية المالية:

Invites further the GEF to take note of the following conclusion of the Committee with respect to activities undertaken outside the framework of the financial mechanism:

1. [The main source of funding will be new and additional financial resources provided by developed country Parties and other developed Parties included in Annex II, over and above the financing provided through institutions outside the framework of the financial mechanism of the Convention and over and above the goal of 0.7 percent of the GDP of the developed country Parties as ODA.
1- [سيكون المصدر الرئيسي للتمويل مكوّنا من موارد مالية جديدة وإضافية تقدمها البلدان الأطراف المتقدمة والبلدان المتقدمة الأخرى المدرجة في المرفق الثاني، إضافةً إلى التمويل المقدم عن طريق مؤسسات خارجة عن إطار الآلية المالية للاتفاقية، وتضاف كذلك إلى الهدف المحدد بنسبة 0.7 في المائة من الناتج المحلي الإجمالي للبلدان الأطراف المتقدمة في شكل مساعدة إنمائية رسمية.

Consistency should be sought and maintained between activities (including those related to funding) relevant to climate change undertaken outside the framework of the financial mechanism and the policies, programme priorities and eligibility criteria for activities as relevant, established by the COP.
' ١ ' ينبغي التماس وحفظ الاتساق بين اﻷنشطة المتصلة بتغير المناخ )بما فيها تلك المتصلة بالتمويل( المضطلع بها خارج إطار اﻵلية المالية وبين السياسات واﻷولويات البرنامجية ومعايير اﻷهلية لﻷنشطة ذات الصلة التي يقررها مؤتمر اﻷطراف.

Consistency should be sought and maintained between activities (including those related to funding) relevant to climate change undertaken outside the framework of the financial mechanism and the policies, programme priorities and eligibility criteria for activities as relevant, established by the COP.
ينبغي السعي لتحقيق الاتساق والحفاظ عليه بين اﻷنشطة )بما في ذلك تلك المتعلقة بالتمويل( المتعلقة بتغير المناخ المضطلع بها خارج إطار اﻵلية المالية والسياسات واﻷولويات البرنامجية ومعايير اﻷهلية لﻷنشطة على نحو مناسب، والتي حددها مؤتمر اﻷطراف.

Any financial resources for technology development and transfer channelled outside the framework of the financial mechanism, and therefore outside the authority and guidance of the COP, shall not be regarded as fulfilment of commitments by developed country Parties under Articles 4.3 and 4.5 of the Convention, or in fulfilment of the Bali Action Plan;
(ﻫ) وأية موارد مالية تسخّر لأغراض تطوير التكنولوجيا ونقلها وتوجه عَبر قنوات خارجة عن إطار الآلية المالية ومن ثمّ خارج سلطة وتوجيه مؤتمر الأطراف. لن تعتبر موارد وافية بالتزامات البلدان المتقدمة الأطراف بموجب المادتين 4-3 و4-5 من الاتفاقية أو وافية بخطة عمل بالي.
