ويدير رئيس الأمانة الدائمة ويوجه هؤلاء الموظفين والخدمات ويوفر الدعم والمشورة المناسبين لرئيس مؤتمر الأطراف وهيئاته الفرعية وسائر أعضاء مكاتبها " (المقرر 1/م أ-1).
