While it was generally considered that States should do their utmost to comply with the time limit, it was recalled that States parties had decided to keep under review the general issue of the ability of States, particularly developing States, to fulfil the requirements of the Convention.

It will be recalled that, at their Fourteenth Meeting, the States parties had decided that the amendment would enter into force when accepted by a two-thirds majority of States parties which had so notified the Secretary-General as depositary.
