The costs of the Conference of High Contracting Parties shall be borne by the High Contracting Parties and States not parties participating in the Conference, in accordance with the United Nations scale of assessment adjusted appropriately.

2. At its 22nd plenary meeting on 27 May 2005, the Conference decided to add Angola, Uruguay and Zambia to the list of the States parties participating in the Conference.

On the basis of the information received from the Secretary-General of the Conference, the Committee had decided to accept the credentials of 165 States parties participating in the Conference, on the understanding that those delegations which had not presented their credentials in the form required by rule 2 of the rules of procedure would do so as soon as possible.
