However, the problem addressed by the draft resolution was not exclusive to Belarus; a number of other Member States were also being heavily penalized by the existing system for the apportionment of peace-keeping expenses.

53. The CHAIRMAN said that, in light of the comments made, the Bureau of the Fifth Committee would propose new dates for the meetings of the Working Group on the placement of Member States into the groups for the apportionment of peace-keeping expenses.

Mr. GOUDYMA (Ukraine) said that his delegation attached very high priority under item 138, to the review of the rates of reimbursement to the Governments of troop-contributing States (A/48/912) and the report of the open-ended working group to examine the placement of Member States in the groups for the apportionment of peace-keeping expenses.

At its 70th meeting, on 25 August 1993, on the proposal of the Chairman, the Committee decided, without objection, to recommend that the General Assembly defer to the forty-eighth session further consideration of the question of the placement of Member States into the groups for the apportionment of peace-keeping expenses (see para. 8).

In the case of the peace-keeping special scale, it is our view that the principles underlying resolution 3101 (XXVIII) of 1973, which recognized the special responsibility of the permanent members of the Security Council and the limited capacity of developing countries, remain valid today and should therefore continue to govern the apportionment of peace-keeping expenses.

Mr. GOUDYMA (Ukraine) noted that the reclassification of Belarus and Ukraine should be reflected as a separate item in the programme of work to be considered once the report of the Working Group on the placement of Member States into the groups for the apportionment of peace-keeping expenses had been submitted.

We hope Member States will manage to resolve the problem raised by Ukraine in the context of the activities of the High-Level Working Group on the Financial Situation of the United Nations either by replacing the existing ad hoc system of apportionment of peace-keeping expenses with a better one, or by undertaking the modalities to reclassify our country from group B to group C at the fiftieth session of the General Assembly.
ونحن نأمل أن تعمل الدول اﻷعضاء على حل المشكلة التي أثارتها اوكرانيا في سياق أنشطة الفريق العامل الرفيع المستوى المعني بالحالة المالية لﻷمم المتحـدة سواء بالاستعاضة عن النظام المخصص القائم لتقسيم نفقات حفظ السلام بنظام أفضل أو بوضع طرائق إعـادة تصنيف بلدنا من المجموعـــة بـــاء الــى المجموعة جيم في الدورة الخمسين للجمعية العامة.

We also recall that the need for separate procedures for apportioning peace-keeping expenses arose precisely out of an acknowledgment of the fact that such expenses constituted a very heavy burden on developing countries and should, therefore, be apportioned on the basis of procedures different from those used for the regular expenditures of the United Nations.
ونذكر أيضا بأن الحاجة الى وضع إجراءات منفصلة لقمسة تكاليف حفظ السلم إنما نجمــت على وجـه التحديد عن التسليم بحقيقة أن هذه التكاليف تشكل عبئا ثقيلا جدا على البلدان النامية، وينبغي إذن توزيعها على أساس إجراءات تختلف عن اﻹجراءات المستخدمة في التكاليف العادية لﻷمم المتحدة.
