The Azeri authorities received clear and convincing diplomatic assurances from Turkey which clearly ruled out torture and other forms of inhuman treatment against Ms. Pelit after extradition.
فقد تلقت السلطات الأذربيجانية ضمانات دبلوماسية واضحة ومقنعة من تركيا استبعدت صراحة ممارسة التعذيب وأي شكل آخر من أشكال سوء المعاملة ضد السيدة بيليت بعد تسليمها.

The Committee further found a breach of article 3 of the Convention, even though the Azerbaijani authorities claimed that their embassy in Turkey had been monitoring Ms. Pelit's post-return treatment and that Ms. Pelit had confirmed in a private conversation with a representative of the embassy, that she had not been tortured or ill-treated.
كما وجدت اللجنة أن المادة 3 من الاتفاقية قد انتهكت، مع أن السلطات الأذربيجانية زعمت أن سفارتها في تركيا كانت ترصد معاملة السيدة بيليت بعد عودتها وأن السيدة بيليت كانت قد أكدت في محادثة خاصة مع ممثل السفارة أنها لم تتعرض للتعذيب أو لسوء المعاملة.

Having concluded its consideration of complaint No. 281/2005, submitted to the Committee against Torture on behalf of Ms. Elif Pelit under article 22 of the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment,

4.8 The State party also affirmed that it has received diplomatic assurances from Turkey about the application of article 14 of the European Convention on Extradition on the " Rule of Specialty " to Ms. Pelit.

8.1 On 17 October 2006, the complainant's lawyer informed the Committee that Ms. Pelit had been extradited to Turkey on 13 October 2006.
8-1 وفي 17 تشرين الأول/أكتوبر 2006، أبلغ محامي صاحبة الشكوى اللجنة بأن السيدة بيليت سُلمت لتركيا في 13 تشرين الأول/أكتوبر 2006.
