59. The Government of Turkey is strongly encouraged, in its defence of the legitimate interests of the State and all of the people on its territory — which includes its fight against terrorism — to continuously, consistently and publicly demonstrate and explain that any restrictions on the right to freedom of expression and opinion are imposed only to the extent strictly required by the exigencies of the situation.
٩٥- تشجع حكومةُ تركيا بقوة، في دفاعها عن المصالح المشروعة للدولة وجميع الناس في إقليمها - بما في ذلك مكافحتها لﻹرهاب - أن تُظْهِرَ وتوضحَ علناً وباستمرار وبشكل متماسك أن أي قيود على الحق في حرية التعبير والرأي لا تُفْرَضُ إلا في الحدود التي تتطلبها مقتضيات الموقف.

Taking into account the importance of international cooperation and partnerships, each State has the primary responsibility for its own sustainable development and for taking effective measures to reduce disaster risk, including for the protection of people on its territory, infrastructure and other national assets from the impact of disasters.
مع مراعاة أهمية التعاون وإقامة الشراكات على الصعيد الدولي، فإن لكل دولة مسؤولية أساسية عن تنميتها المستدامة وعن اتخاذ تدابير فعالة للحد من خطر الكوارث، بما في ذلك حماية السكان في أراضيها وهياكلها الأساسية وغيرها من الممتلكات الوطنية من أثر الكوارث.
