During the period covered by the present report, the export of petroleum and petroleum products from Iraq proceeded smoothly with excellent cooperation among the oil overseers, the United Nations independent inspection agents (Saybolt), the State Oil Marketing Organization of Iraq and national oil purchasers.

30. At its 142nd meeting, on 8 August 1996, the Committee considered a request from Turkey to resume the import of petroleum and petroleum products from Iraq for domestic purposes given the serious economic difficulties it has suffered as a result of the sanctions against Iraq.
٣٠ - في الجلسة ١٤٢ المعقودة في ٨ آب/أغسطس ١٩٩٦، نظرت اللجنة في طلب مقدم من تركيا لاستئناف استيراد النفط والمنتجات النفطية من العراق لغرض الاستخدام المحلي بالنظر إلى المصاعب الاقتصادية الخطيرة التي عانت منها تركيا من جراء الجزاءات المفروضة على العراق.

" 24. By paragraph 18 of the same resolution, the Security Council created a Fund to pay compensation for claims that fall within paragraph 16, to be financed by a percentage of the value of the exports of petroleum and petroleum products from Iraq.

53. Turkey's request to resume the import of petroleum and petroleum products from Iraq for domestic purposes, evoking Article 50 of the Charter of the United Nations in view of the serious economic difficulties Turkey considers it has suffered as a result of the sanctions against Iraq, has remained on the Committee's agenda for the last three years.
53 - ظل طلب تركيا استئناف استيراد النفط والمنتجات النفطية من العراق للأغراض المحلية، استنادا إلى المادة 50 من ميثاق الأمم المتحدة، وفي ضوء الصعوبات الاقتصادية الخطيرة التي ترى أنها عانت منها تركيا نتيجة لفرض الجزاءات على العراق، مدرجا على جدول أعمال اللجنة طوال السنوات الثلاث الماضية.

" With resolutions 706 (1991) and 712 (1991), the Security Council established a mechanism whereby States were authorized to import petroleum and petroleum products from Iraq for a limited period of time and under the supervision of the Sanctions Committee.

However, that may not always be the case, particularly when certain imports (e.g. petroleum and petroleum products from Iraq to Jordan or electricity from Yugoslavia to Romania) cannot be easily replaced and the lack of those imports, owing to their critical significance, leads to serious disruptions in productive activities.
إلا أن الوضع قد لا يكون على هذا النحو دائما خاصـة إذا لم يتسن بسهولة الاستعاضة عن واردات معينة )مثل النفط والمنتجات النفطية من العراق إلى اﻷردن أو الكهرباء من يوغوسلافيا الى رومانيا( ويؤدي غياب تلك الواردات نظرا ﻷهميتها الحيوية، إلى تعطيل خطير في اﻷنشطة اﻹنتاجية.

(b) To consider the relevant observations and recommendations referred to in the report of the Secretary-General of 1 February 1998 (S/1998/90), in particular with a view to reducing to the extent possible the delay between the export of petroleum and petroleum products from Iraq and the supply of goods to Iraq in accordance with that resolution;

However, that may not always be the case, particularly, if the loss of certain imports, e.g. cancelled contracts for delivery of petroleum and petroleum products from Iraq to several countries or of electricity from the Federal Republic of Yugoslavia (Serbia and Montenegro) to Romania, cannot be easily replaced and the lack of those imports, owing to their critical importance, can lead to disruption in productive activities.
إلا أن الوضع قد لا يكون على هذا النحو دائما، ولا سيما إذا لم يتسن بسهولة الاستعاضة عن الخسارة في واردات معينة، مثل العقود الملغاة لتسليم النفط والمنتجات النفطية من العراق إلى عدد من البلدان أو توصيل الكهرباء من جمهورية يوغوسلافيا الاتحادية )صربيا والجبل اﻷسود( إلى رومانيا، ويمكن أن ينجم عن غياب تلك الواردات، بسبب أهميتها الحيوية، تعطيل اﻷنشطة الانتاجية.

8. During the period covered by the present report, ending 31 December 2001, the export of petroleum and petroleum products from Iraq continued, with cooperation among the oil overseers, the United Nations independent inspection agents (Saybolt Nederland BV), the State Oil Marketing Organization of Iraq and national oil purchasers.
8 - استمرت خلال الفترة التي يغطيها هذا التقرير، والمنتهية في 31 كانون الأول/ ديسمبر 2001 عملية تصدير النفط والمنتجات النفطية من العراق بالتعاون بين مراقبي النفط ووكلاء التفتيش المستقلين العاملين لحساب الأمم المتحدة (Saybolt Nederland BV) والمنشأة العامة العراقية لتسويق النفط والشركات الوطنية المشترية للنفط.

I suggest, therefore, that compensation to be paid by Iraq (arising from section E of resolution 687) should not exceed 30 per cent of the annual value of the exports of petroleum and petroleum products from Iraq”.
