The present thematic report is submitted to the Human Rights Council pursuant to Council resolutions 15/21 and 24/5.

In accordance with paragraphs 35 and 44 of the terms of reference of the Mechanism for the Review of Implementation of the United Nations Convention against Corruption, the present thematic report presents information on the implementation of chapter IV of the United Nations Convention against Corruption.
1- وفقاً للفقرتين 35 و44 من الإطار المرجعي لآلية استعراض تنفيذ اتفاقية الأمم المتحدة لمكافحة الفساد، يعرض هذا التقرير المواضيعي معلومات عن تنفيذ الفصل الرابع من اتفاقية الأمم المتحدة لمكافحة الفساد.

18. The Special Rapporteur's rationale for focusing the present thematic report on manifestations of collective religious hatred is twofold.

٣- ويحتوي هذا التقرير المواضيعي على معلومات عن تنفيذ الفصل الرابع (التعاون الدولي) من الاتفاقية من قِبل الدول الأطراف المستعرَضة في العام الأول والثاني والثالث من الدورة الأولى لآلية استعراض تنفيذ الاتفاقية (آلية الاستعراض).

43. The Special Rapporteur wishes to emphasize that while the present thematic report focuses, inter alia, on the rights of victims of terrorism, this dimension of the mandate will in no sense detract from the importance of ensuring compliance of States with their human rights obligations in respect of the investigation, prosecution and punishment of those alleged to have engaged in the preparation, instigation or commission of acts of terrorism.
43 - ويود المقرر الخاص التشديد على أن هذا التقرير المواضيعي يركز في جملة أمور على حقوق ضحايا الإرهاب، لكن هذا الجانب في الولاية لن ينتقص بأي حال من الأحوال من أهمية كفالة امتثال الدول لالتزاماتها المقطوعة في مجال حقوق الإنسان والمتعلقة بالتحقيق مع المزعوم ضلوعهم في الإعداد لارتكاب أعمال إرهابية أو التحريض على ارتكابها أو ارتكابها فعلا، ومحاكمتهم، ومعاقبتهم.

The present thematic report contains information on the implementation of chapter III (Criminalization and law enforcement) of the United Nations Convention against Corruption and technical assistance needs of States parties under review in the first and second years of the first cycle of the Mechanism for the Review of Implementation of the Convention, established by the Conference of the States Parties to the Convention in its resolution 3/1.
يحتوي هذا التقرير المواضيعي على معلومات عن تنفيذ الفصل الثالث (التجريم وإنفاذ القانون) من اتفاقية الأمم المتحدة لمكافحة الفساد والاحتياجات من المساعدة التقنية من قبل الدول الأطراف المستعرَضة في العامين الأول والثاني من الدورة الأولى لآلية استعراض تنفيذ الاتفاقية (آلية الاستعراض)، التي أنشأها مؤتمر الدول الأطراف في الاتفاقية في قراره 3/1.

The present thematic report supplements and builds upon the previous thematic reports on the implementation of chapter III of the Convention (contained in documents CAC/COSP/2013/6, CAC/COSP/2013/7 and CAC/COSP/2013/8), in which trends and examples of implementation for 44 States parties under review in the first, second and third years of the first cycle of the Review Mechanism were presented.
٣- ويكمِّل هذا التقرير المواضيعي التقارير المواضيعية السابقة عن تنفيذ الفصل الثالث من الاتفاقية (وهي التقارير الواردة في الوثائق CAC/COSP/2013/6 وCAC/COSP/2013/7 وCAC/COSP/2013/8) ويبني عليها، وقد عُرضت في تلك التقارير اتجاهات التنفيذ وأمثلة له فيما يتعلق بـ44 دولة طرفا قيد الاستعراض في السنوات الأولى والثانية والثالثة من الدورة الأولى لآلية الاستعراض.
