In the context of the serious deterioration of the situation in that country, which has led to the deaths of more than 500,000 people and suffering for the entire population, the report places particular emphasis on the need for a thorough investigation of the criminal attack on the aircraft carrying the Presidents of Rwanda and Burundi, in which both were killed.

33. The tensions and violence were unleashed before the massive influx of refugees, as can be seen from Commission on Human Rights resolution 1994/87 of 9 March 1994, antedating the plane crash which cost the Presidents of Rwanda and Burundi their lives.

On 6 April 1994, following the plane crash at Kigali airport that killed the Presidents of Rwanda and Burundi, widespread killings with apparently both ethnic and political dimensions began in Kigali and other parts of the country.

On 19 April 1994, the Special Rapporteur deeply shocked by the mass killings that took place in Rwanda since the death of the Presidents of Rwanda and Burundi in the evening of 6 April 1994, issued a press release. The Special Rapporteur reminded the parties to the conflict of their obligation under every and any code of law to honour the right to life.
٣٧٢- وفي ٩١ نيسان/أبريل ٤٩٩١، أصدر المقرر الخاص بلاغا صحفيا، بعد صدمته العميقة بسبب عمليات القتل الجماعي التي جرت في رواندا منذ وفاة رئيسي رواندا وبوروندي مساء يوم ٦ نيسان/أبريل ٤٩٩١، ذكﱠر فيه أطراف الصراع بالتزامهم، بموجب كل وأي مدونة من مدونات القانون، باحترام الحق في الحياة.

In considering what action should be taken, it has to be recognized that the disastrous incident of 6 April which cause the deaths of the Presidents of Rwanda and Burundi has had two consequences which require different responses from the international community.
ولدى النظر في ماهية اﻹجراءات التي ينبغي اتخاذها، ينبغي التسليم بأن الحادثة المفجعة التي وقعت في ٦ نيسان/أبريل وتسببت في وفاة رئيسي رواندا وبوروندي كان لها نتيجتان تتطلبان ردين مختلفين من المجتمع الدولي.
