21. Article 51 of the model agreement provides for the establishment of a standing claims commission to settle disputes of a private law character involving the United Nations operation or any of its members.

B. Other disputes of a private law character

(a) Disputes arising out of contracts or other disputes of a private law character, to which the United Nations is a party;

Within the context of United Nations peace-keeping operations, the Organization has, to date, been confronted with disputes or claims of a " private law " character that have fallen primarily into two main categories.

7. Article 51 of the model status-of-forces agreement (A/45/594)1 provides for the establishment of a standing claims commission as a mechanism for the settlement of disputes of a private law character to which the United Nations peacekeeping operation or any member thereof is a party and over which the local courts have no jurisdiction because of the immunity of the Organization or its members.

II. DISPUTES ARISING OUT OF CONTRACTS OR OTHER DISPUTES OF A private law character, TO WHICH THE UNITED NATIONS
ثانيا - النزاعــات الناشـئة عــن العقـــود وغيرهــا من النزاعات المشمولة بالقانون الخاص التي تكون اﻷمم المتحدة طرفا فيها

One of the principal categories of " other disputes of a private law character " consists of claims submitted by persons in respect of injuries incurred on United Nations premises or caused by vehicles owned by the Organization or operated by its personnel for official purposes.
١٠ - تشتمل إحدى الفئات الرئيسية " للنزاعات اﻷخرى المشمولة بالقانون الخاص " على المطالبات التي يقدمها اﻷشخاص بشأن إصابات لحقت بهم داخل مباني اﻷمم المتحدة أو سببتها مركبات مملوكة للمنظمة أو يشغلها موظفوها ﻷغراض رسمية.

As indicated in paragraph 8.51 (f) of the proposed programme budget, during the biennium 2000–2001, the focus of the Division of General Legal Services will be on “conducting or supervising the conduct of arbitrations or litigation concerning large-scale commercial disputes or other claims of a private law character against the United Nations”.
