In this regard, Legislative Decree No. 052 (Public prosecutor's department Organization Act), promulgated on 16 March 1981, stipulates in its article 1 that " the Public prosecutor's department is an autonomous State agency whose principal function is to defend legality, the rights of citizens and the public interest ... " .

3.1 In the author's view, his three claims were dismissed by the officer of the public prosecutor's department without any consideration of the merits whatsoever, solely on the grounds that the applicant had not first paid the deposit.
3-1 يرى صاحب البلاغ أن وكيل النيابة العامة رفض المطالبات الثلاث دون النظر في أسسها الموضوعية البتة بحجة أن مقدم الطلب لم يودع المبلغ المطلوب قبل تقديم طلباته.
