40. Article 33, paragraph 2, of the Convention recognized the important role of independent human rights institutions and required States parties to establish a framework to promote, protect and monitor implementation of the Convention.

33. Please indicate when the national mechanism to promote, protect and monitor implementation of the Convention on the Rights of Persons with Disabilities, for which 33 public bodies for the defence and protection of human rights were designated on 21 February 2011, will become operational.
33- يُرجى بيان توقيت تفعيل الآلية المعنية بتعزيز وحماية ورصد تنفيذ اتفاقية حقوق الأشخاص ذوي الإعاقة على الصعيد الوطني، التي تم في إطارها تشكيل 33 هيئة عامة لهذا الغرض في 21 شباط/فبراير 2011 من أجل حماية حقوق الإنسان والدفاع عنها.

37. Article 33, paragraph 2 of the Convention requires States to have or put in place at national level a framework that includes one or more independent mechanisms, to promote, protect and monitor implementation of the Convention.

Beside appointment of a single independent mechanism to carry out functions under article 33, paragraph 2, the Convention also foresees the possibility that more than one independent mechanism be appointed in the framework, as appropriate, with the effect that States in fact establish a " mechanism of mechanisms " to promote, protect and monitor implementation.

17. In accordance with article 33, paragraph 2, States are required to maintain, strengthen, designate or establish at the national level a framework that includes one or more independent mechanisms, to promote, protect and monitor implementation of the Convention.

241. With regard to the establishment of an independent mechanism to promote, protect and monitor implementation of the Convention, the Higher Committee on Human Rights and Fundamental Freedoms has agreed to undertake that role in its capacity as an independent rights-related body.

31. Article 33, paragraph 2, also foresees the possibility that more than one independent mechanism might be appointed in the framework, as appropriate, with the effect that States would in fact establish a " mechanism of mechanisms " to promote, protect and monitor implementation.

65. The establishment of an independent monitoring mechanism to promote, protect and monitor implementation of the Convention is a key obligation of States parties (art. 33).
