6. The Fourth Review Conference affirmed that the use by States Parties, in any way and under any circumstances, of microbial or other biological agents or toxins, that is not consistent with prophylactic, protective or other peaceful purposes, is effectively a violation of Article I of the Convention. 6- وأكد المؤتمر الاستعراضي الرابع أن استعمال الدول الأطراف للعوامل الجرثومية أو العوامل البيولوجية الأخرى أو التكسينات بأي وسيلة وتحت أي ظروف، على نحو لا يتسق مع أغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية هو فعلياً انتهاك للمادة الأولى من الاتفاقية. [IV.I.3]

They also reaffirmed that the use by the States Parties, in any way and under any circumstances, of microbial or other biological agents or toxins, that is not consistent with prophylactic, protective or other peaceful purposes, is effectively a violation of Article I of the convention.
وأكدت هذه الدول من جديد أيضاً أن استعمال الدول الأطراف للعوامل الجرثومية أو غيرها من العوامل البيولوجية أو التكسينات بأي شكل وفي أي ظرف يشكل انتهاكاً فعلياً للمادة الأولى من الاتفاقية إذا لم يكن ذلك الاستعمال مراعياً لمقاصد الحماية أو الوقاية أو غير ذلك من المقاصد السلمية.

(ii) Strongly reaffirm that the use by the States Parties, in any way and under any circumstances, of microbial or other biological agents or toxins, that is not consistent with prophylactic, protective or other peaceful purposes, is effectively a violation of Article I of the Convention.
`2` أن يعيد التأكيد بقوة على أن استعمال الدول الأطراف للعوامل الجرثومية أو العوامل البيولوجية الأخرى أو التكسينات، بأي وسيلة وتحت أي ظرف، على نحو لا يتسق مع أغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية، هو فعلياً انتهاك للمادة الأولى من الاتفاقية؛

(iii) Reaffirm that the Convention unequivocally covers all microbial or other biological agents or toxins, naturally or artificially created or altered, as well as their components, whatever their origin or method of production, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes.
`3` أن يؤكِّد من جديد أن الاتفاقية تشمل، دون أي لَبس، جميع العوامل الجرثومية وغيرها من العوامل البيولوجية أو التكسينات المخلَّقة أو المحوَّرة طبيعياً أو اصطناعياً، وكذلك مكوِّناتها، أيّاً كان أصلها أو طريقة إنتاجها بأنواع وكميات ليس لها مبرر لأغراض الوقاية أو الحماية أو غيرها من الأغراض السلمية؛

States parties to the Convention undertake not to develop, produce, stockpile, or in any way acquire or retain biological agents or toxins of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes.
وتتعهد الدول اﻷطراف في الاتفاقية بألا تعمد الى استحداث العوامل البيولوجية أو التكسينات أو إنتاجها أو تخزينها أو اقتنائها على أي نحو أو الاحتفاظ بها اذا كانت من أنواع وبكميات لا مبرر لها ﻷغراض الوقاية أو الحماية أو غير ذلك من اﻷغراض السلمية.

In accordance with the bill, production, possession, acquiring, stealing, deceptive acquisition, illicit trafficking, transportation, stockpiling, and development of nuclear, chemical and biological materials that have no justification for prophylactic, protective or any other peaceful purposes, constitute terrorist crimes.
