46. The delegation reported that the Qatari Foundation to combat trafficking in persons aimed at formulating policies, implementing laws and regulations and making recommendations with regard to combating human trafficking.
46- وذكر الوفد أن المؤسسة القطرية لمكافحة الاتجار بالأشخاص ترمي إلى وضع السياسات، وتنفيذ القوانين والأنظمة وتقديم التوصيات فيما يتعلق بمكافحة الاتجار بالبشر.

48. The delegation mentioned that the Qatari Foundation for the protection of women and children aimed at protecting the unity of the family and society as a whole, and the protection of women and children from violence.
48- وذكر الوفد أن المؤسسة القطرية لحماية الطفل والمرأة ترمي إلى حماية وحدة الأسرة والمجتمع ككل، وإلى حماية المرأة والطفل من العنف.

68. While noting that the Qatari Foundation for the Protection of Children and Women operates a helpline, the Committee remains concerned that it is not toll-free and is not accessible to all children.
68- بينما تلاحظ اللجنة أن المؤسسة القطرية لحماية الطفل والمرأة تشغِّل خطاً هاتفياً للمساعدة، فإنها ما زالت تشعر بالقلق بالنظر إلى أن هذا الخط غير مجاني ولا يمكن لجميع الأطفال الاستفادة منه.

104. In this connection, the Qatari Foundation for the Protection of Children and Women was established to protect and defend the rights of women and children. It is a private institution, which enjoys financial autonomy and full capacity to pursue its object.
104- وفي هذا الإطار تم إنشاء المؤسسة القطرية لحماية الطفل والمرأة التي تُعنى بحماية حقوق المرأة والطفل والدفاع عنها، وهى مؤسسة خاصة ذات شخصية اعتبارية مستقلة، وتتمتع بالأهلية الكاملة للتصرف.

(b) Qatari Foundation for the Protection of Women and Children;

It had also adopted key legislation to strengthen relevant Qatari authorities, in accordance with its international obligations, and established institutions to enhance its efforts in that regard, including the Qatari Foundation for Combating Human Trafficking, which, inter alia, provided assistance to human trafficking victims.

The Qatari Foundation for the Protection of Women and Children, which was established in 2003 to protect women and children from aberrant practices in the home and society, address the problems arising from such practices, create a legal framework for women's and children's rights, ensure the application of the relevant international instruments and prevent discrimination against women with regard to their rights and responsibilities

59. Among other measures undertaken with a view to building civil-society institutions, Qatar, under the patronage of Her Highness Sheikha Moza bint Nasser Al-Misnad, the First Lady, and the President of the Supreme Council for Family Affairs, had set up the Qatari Foundation for the Protection of Women and Children, the Qatari Orphan Foundation and the Cultural Centre for Motherhood and Childhood.
59 - وفي إطار إنشاء مؤسسات المجتمع المدني المعنية بشؤون المرأة والطفولة، أنشأت قطر، بقرارات من سمو الشيخة موزة بنت ناصر المسند، حرم سمو الأمير ورئيس المجلس الأعلى لشؤون الأسرة، المؤسسة القطرية لحماية المرأة والطفل، والمؤسسة القطرية لرعاية الأيتام، والمركز الثقافي للطفولة.

115. The Qatari Foundation for the Protection of Children and Women plays a vital role in protecting children and mothers from deviant behaviour in the home, the community and the workplace, in guaranteeing the legal framework for the enjoyment of children's and women's rights and their protection within the community and the family, and in guaranteeing the implementation of the relevant provisions of international conventions.
115- وتلعب المؤسسة القطرية لحماية الطفل والمرأة دوراً حيوياً في توفير الحماية للطفل والمرأة من الممارسات المنحرفة في المنزل والمجتمع والعمل، بجانب تأمين الإطار القانوني لحقوق الطفل والمرأة، وحمايتها اجتماعياً وأسرياً، وضمان تطبيق ما تنص عليه الاتفاقيات الدولية في هذا المجال.

17. CERD welcomed the establishment of the Qatari Foundation to Combat Human Trafficking, the Qatari Foundation for the Protection of Women and Children, the Doha International Centre for Interfaith Dialogue and the Doha Centre for Media Freedom.
17- ورحبت لجنة القضاء على التمييز العنصري بإنشاء المؤسسة القطرية لمكافحة الاتجار بالبشر والمؤسسة القطرية لحماية الطفل والمرأة ومركز الدوحة الدولي لحوار الأديان ومركز الدوحة لحرية الإعلام(37).

48. The Committee appreciates the work carried out by the Qatari Foundation for the Protection of Children and Women with regard to children in need of assistance, including through the establishment of a Qatari " safe house " offering protection, care, rehabilitation and treatment for child victims of abuse.
48- تقدر اللجنة الأعمال التي تقوم بها المؤسسة القطرية لحماية الطفل والمرأة فيما يتعلق بالأطفال الذين يحتاجون إلى المساعدة، بما في ذلك المساعدة المقدمة عن طريق إنشاء " دار الأمان القطرية " التي توفر الحماية والرعاية والتأهيل والعلاج لضحايا الإساءة من الأطفال.

The Qatari Foundation for Child and Woman Protection sought to fulfill its objectives to protect children living in Qatar regardless of their nationalities. The Foundation provided support and assistance to all children, including non-Qatari by means of the following: Receiving cases related to residence permits of children and wives of foreign workers and assure assistance to them when facing legal problems.
كما أن المؤسسة القطرية لحماية الطفل والمرأة قد سعت إلى تحقيق أهدافها في حماية الأطفال المقيمين على أرض دولة قطر بغض النظر عن جنسياتهم، حيث عمدت إلى توفير الدعم والمساعدة للأطفال كافة، ومنهم أطفال العمال المهاجرين (المقيمين) ولتحقيق ذلك كانت خطوات المؤسسة كالتالي:

117. The Qatari Foundation for the Welfare of Orphans was established to care for orphans and offer them services capable of affording them a decent life. It provides shelter for orphans who have difficulty living with a family and keeps track of orphans hosted by alternative families. It also provides an alternative environment for children from families which break up as a result of death, divorce, disability, imprisonment or illness.
117- ويأتي إنشاء المؤسسة القطرية لرعاية الأيتام بهدف الاهتمام بفئة الأيتام وتقديم الخدمات التي تكفل لهم حياة كريمة، وإيواء فئة الأيتام لمن لم يتيسر لـه العيش داخل أسرة، ومتابعة أوضاع الأيتام في الأسر الحاضنة البديلة، وإيجاد بيئة بديلة للأطفال الذين يعيشون في أسر متصدعة بسبب الوفاة أو الطلاق أو العجز أو السجن أو المرض.

The Qatari Foundation for the Protection of Women and Children was established under Act No. 8 of 1998 on private associations and institutions as a private foundation to protect children and women. It was subsequently converted to a private institution of public benefit by Supreme Council for Family Affairs decision No. 4 of 2007.
أنشئت المؤسسة القطرية لحماية الطفل والمرأة كمؤسسة خاصة طبقا لإحكام القانون رقم (8) لسنة 1998 بشأن الجمعيات والمؤسسات الخاصة، ثم تحولت إلى مؤسسة خاصة ذات نفع عام بموجب قرار رئيس المجلس الأعلى لشؤون الأسرة رقم (4) لسنة 2007م .
