Article 2: Obligations to eliminate all forms of racial discrimination against women

Representatives noted that a more systematic and consistent approach to evaluating and monitoring racial discrimination against women should be developed in order to address the phenomenon.
وأشار بعض الممثلين إلى أنه يتعين إعداد نهج أكثر انتظاماً واتساقاً لتقييم ورصد التمييز العنصري ضد المرأة من أجل التصدي لهذه الظاهرة.

In this context, the Committee is considering making an analysis of the interface of gender and racial discrimination through a study of the reports of States parties with a view to compiling best practices in addressing the phenomena of racial discrimination against women.
وفي هذا السياق، تنظر اللجنة في إجراء تحليل لتداخل التمييز بين الجنسين والتمييز العنصري من خلال إجراء دراسة لتقارير الدول الأطراف بغية تجميع أفضل الممارسات لمعالجة ظاهرة التمييز العنصري ضد المرأة.

The Committee also stressed that its practice in this regard would benefit from developing, in conjunction with the States parties, a more systematic and consistent approach to evaluating and monitoring racial discrimination against women, as well as the disadvantages, obstacles and difficulties women face in the full exercise and enjoyment of their human rights on grounds of race, colour, descent, or national or ethnic origin.
كما أكدت اللجنة على أن ممارستها بهذا الشأن ستستفيد وبالتعاون مع الدول الأطراف من وضع نهج أكثر انتظاماً واتساقاً لتقييم ورصد التمييز العنصري المناهض للمرأة والأضرار والعراقيل والصعوبات التي تواجهها المرأة في ممارستها وتمتعها بشكل كامل بحقوقها للإنسان وذلك بسبب العرق أو اللون أو النسب أو المنشأ القومي أو الإثني.

8. Measures should be taken to eliminate racial discrimination against women from ethnic minorities, particularly in terms of employment, wages and access to health care.
٨- ينبغي اتخاذ تدابير للقضاء على التمييز العنصري ضد النساء المنتميات إلى أقليات إثنية، خاصة فيما يتعلق بالعمل، واﻷجور، والحصول على الرعاية الصحية.

24. Include in all reports to the Committee information on the measures taken to implement the Convention that specifically address racial discrimination against women of African descent.

The Committee draws the attention of the State party to its general recommendation XXV on gender-related dimensions of racial discrimination and recommends that it assess the extent of and prevent racial discrimination against women in general.
وتسترعي اللجنة انتباه الدولة الطرف إلى توصيتها العامة الخامسة والعشرين بشأن أبعاد التمييز العنصري القائم على نوع الجنس، وتوصي بأن تقيّم الدولة الطرف مدى التمييز العنصري ضد المرأة بصورة عامة.

The Committee invites the State party to draw up a national human rights plan and a national plan of action against racism, racial discrimination, xenophobia and other related forms of intolerance, which addresses the specific manifestations of racial discrimination against women.
تدعو اللجنة الدولة الطرف إلى رسم خطة وطنية لحقوق الإنسان وخطة عمل وطنية لمكافحة العنصرية والتمييز العنصري وكره الأجانب وسائر أشكال التعصب المتصلة بها، تأخذ في الاعتبار تحديداً مظاهر التمييز العنصري ضد المرأة.

(d) The extent to which investigatory mechanisms accord investigation of racial discrimination against women equal priority as acts of racial discrimination against men;
(د) مدى إعطاء آليات التحقيق أولوية في التحقيق في التمييز العنصري ضد المرأة مساوية لما تعطيه من أولوية لأفعال التمييز العنصري ضد الرجل؛

7. Bearing in mind the recommendations by the World Conference on Human Rights and the Commission on Human Rights regarding the need regularly and systematically to provide available information on human rights violations affecting women, the Special Rapporteur also decided that it was appropriate to direct his attention to the topic of racial discrimination against women.
٧- ومراعاة لتوصيات المؤتمر العالمي لحقوق اﻹنسان ولجنة حقوق اﻹنسان فيما يتعلق بضرورة أن توفر بصفة منتظمة ومستمرة المعلومات المتاحة عن إنتهاكات حقوق اﻹنسان التي تؤثر على المرأة، قرر المقرر الخاص أيضاً أنه يجدر أن يوجه اهتمامه الى مسألة التمييز العنصري ضد المرأة.

30. In December 2005, the Division, in collaboration with OHCHR, held a subregional workshop on the follow-up to the concluding comments and observations of the Committee on the Elimination of Discrimination against Women and the Committee on the Elimination of racial discrimination against women in Cairo.
30 - في كانون الأول/ديسمبر 2005، وبتعاون مع مفوضية الأمم المتحدة لحقوق الإنسان، عقدت الشعبة حلقة عمل دون إقليمية لمتابعة التعليقات/الملاحظات الختامية للجنة المعنية بالقضاء على التمييز ضد المرأة ولجنة القضاء على التمييز العنصري ضد المرأة في القاهرة.

32. In line with its general recommendation No. 25 on gender-related dimensions of racial discrimination, the Committee on the Elimination of Racial Discrimination has made efforts to take into account gender issues which may be interlinked with racial discrimination, in order to develop a holistic approach to evaluate and monitor racial discrimination against women.
32- تماشياً مع التوصية العامة رقم 25 بشأن أبعاد التمييز العنصري المتعلقة بنوع الجنس، سعت لجنة القضاء على التمييز العنصري إلى مراعاة المواضيع المتعلقة بالفروق بين الجنسين والتي قد تكون لها علاقة بالتمييز العنصري، من أجل وضع نهج شامل لتقييم ورصد التمييز العنصري ضد المرأة.

Further, in line with its general recommendation No. 25 (2000) on gender-related dimensions of racial discrimination, the Committee recommends that the State party include in its next periodic report disaggregated data by gender within racial or ethnic groups to allow both the State party and the Committee to identify, compare and take steps to remedy forms of racial discrimination against women that may otherwise go unnoticed and unaddressed.
