Thus, on 9 July 1997, the Special Rapporteur transmitted a letter to Mr. Ralph Zacklin, officer in charge of the Office of the High Commissioner for Human Rights, expressing concern at the situation in the Congo, particularly since clashes between the militias of President Pascal Lissouba and former President Denis Sassou Nguesso were said to have caused a great number of victims.

11. Since the end of May 1997, the Chairman of the fourth meeting met three times with Mr. Ralph Zacklin, the Officer in Charge of the Office of the High Commissioner for Human Rights. He also met the High Commissioner for Human Rights immediately after her arrival in September 1997 in Geneva; in November 1997 in New York; in February 1998 and April 1998 in Geneva; and in May 1998 in Atlanta; he also had several telephone conversations with her.
