Article 9 of the Constitution of Montenegro states that ratified and published international agreements and generally accepted rules of international law constitute an integral part of the domestic legal order, have supremacy over the national legislation and are directly applicable when they regulate differently from the national legislation.

8. The framework of the internal legal system has been set up under Article 9 of the Constitution on the basis of the principle that ratified and published international treaties and universally accepted rules of international law form an integral part of the internal legal system and take precedence over the national legislation and apply directly when regulating matters differently from the relevant national legislation.
8- أما إطار النظام القانوني الداخلي فقد حُدد بموجب المادة 9 من الدستور على أساس المبدأ القائل بأن المعاهدات الدولية المصدّق عليها والمنشورة وقواعد القانون الدولي المقبولة عالمياً تشكل جزءاً لا يتجزأ من النظام القانوني الداخلي وتعلو على التشريع الوطني وتنطبق بشكل مباشر إذا كان تنظيمها للأمور مغايراً لما هو عليه في التشريع الوطني ذي الصلة.
