It has also made an appeal to all other States to consider ratifying or acceding to the Convention at the earliest possible date.

21. The General Assembly in its resolution 56/12 repeated its call upon States to ensure that any declarations or statements that they have made or make when signing, ratifying or acceding to the Convention are in conformity therewith and, otherwise, to withdraw any of their declarations or statements that are not in conformity.
