In October 1996, Loan Agreement 928-OC/VE was signed with the Inter-American Development Bank (IDB) for the execution of a pilot programme, in the amount of US$ 85 million, which includes financing by IDB of US$ 52 million for a project to be carried out by the National Housing Institute in collaboration with the Regional Housing institutes of Carabobo, Lara, Sucre and Zulia States.
