In this connection, it is pertinent to recall that the Final Document of the special session emphasized that, on the one hand, the arms race in all its aspects runs counter to efforts to achieve further relaxation of international tension to establish a viable system of international peace and security and, on the other, that peace and security must be based on strict respect for the principles of the Charter of the United Nations.
