During his visit to Kenya (A/HRC/4/32/Add.3), the Special Rapporteur observed that the fact that the political system divided indigenous communities into different administrative and electoral units seriously hindered the full enjoyment of the right to political participation, diminishing the effective power of representation of indigenous peoples.
