I have the honour to transmit the text of the statement issued by the Ministry of Foreign Affairs and Cooperation of the Republic of Rwanda in response to the recent massacre of 148 innocent Congolese refugees who were in the Mudende refugee camp of the Office of the United Nations High Commissioner for Refugees in the prefecture of Gisenyi, Rwanda.

(A) That the requests of the Democratic Republic of the Congo relating to the activities or situations involving the Republic of Rwanda or her agents are inadmissible for the reasons set forth in Chapter XV of the Counter-Memorial and reaffirmed in the oral pleadings;
