301. As the Constitution provides (art. 22), the State must care for the rising generation, safeguard it from corruption, protect it from exploitation and shield it from the evils of physical, mental and spiritual neglect.
301- كفل الدستور رعاية الدولة للنشء وصونه من أسباب الفساد وحمايته من الاستغلال ووقايته من شر الإهمال البدني والعقلي والروحي (المادة 22 من الدستور).

المادة العاشرة " تكفل الدولة حماية اﻷمومة والطفولة، وترعى النشء والشباب، وتوفر لهم الظروف المناسبة لتنمية ملكاتهم " .

565. The principle that children are entitled to protection and that provision must be made for the welfare of the rising generation and youth is embodied in article 10 of the Constitution, which stipulates that the State must undertake to provide appropriate conditions for the development of children's talents.
565- إن حماية الطفولة ورعاية النشء والشباب من المبادئ الدستورية التي تضمنتها المادة العاشرة من الدستور والتي تضمنت التزام الدولة بتوفير الظروف المناسبة لتنمية ملكاتهم.

Protection and care of the rising generation
حماية ورعاية النشء

Under article 10 of the Constitution, the State is required to care for the rising generation and to protect it from exploitation and moral, physical and spiritual neglect.
تعهدت الدولة بموجب المادة (10) من الدستور على رعاية النشء وحمايته من الاستغلال والإهمال الأدبي والجسماني والروحي.

Measures have been taken to: protect the rising generation from exploitation or physical or spiritual harm; deliver health care and treatment for infectious diseases; guarantee the right to education; and introduce compulsory, free education. In keeping with these principles, the following measures have been taken.
وقد تم اتخاذ التدابير اللازمة لوقاية النشء من الاستغلال أو الإيذاء البدني أو الجسماني والروحي وتقديم المعونة والعناية الصحية من الأمراض والأوبئة وضمان حق التعليم، والنص على إلزاميته ومجانيته، وتنفيذاً لتلك المبادئ اتخذت الآتي:

Since the founding of the State in 1971, the Ministry of Education has taken two different approaches to illiteracy. The first focuses on education of the rising generation, while the second focuses on adult education.
ومنذ تأسيس الدولة في عام 1971 انتهجت وزارة التربية والتعليم خطين لمحاربة الأمية يقوم الأول على الاهتمام بتعليم النشء أما الثاني تعليم الكبار، فبجانب التعليم الصباحي اهتمت الدولة بفتح أبواب التعليم أمام من فاتهم قطار التعليم ففتحت المراكز المسائية للموظفين.

Most studies of the interpretation of the Koran and the Hadith of the Prophet contain material that teaches the rising generation about equality among all nations and condemns discrimination among them on grounds of colour, sex or origin.
234- وتوجد في ثنايا أغلب دروس التفسير والحديث النبوي ما يعلم النشء المساواة بين كافة الأجناس ونبذ التفريق بينهم بسبب اللون أو الجنس أو المنشأ.

(b) The State's obligation to preserve the authentic character of the Egyptian family, which is the cornerstone of society, to protect mothers and children and to cater for the welfare of the rising generation and youth (arts. 9 and 10);
)ب( اﻷسرة قوام المجتمع وكفالة الدولة بالحفاظ على الطابع اﻷصيل لﻷسرة المصرية وحماية اﻷمومة والطفولة ورعاية النشء والشباب )المادتان ٩ و٠١(؛

The Basic Law also stipulates that the State shall cater for the welfare of the rising generation, safeguard it from the causes of corruption, protect it from exploitation and preserve it from the evils of physical and spiritual neglect.
وينظم القانون الوسائل الكفيلة بحمايتها من كل عوامل الشعف وتقويم كيانها وتقوية أواصرها والحفاظ على الأمومة والطفولة في ظلها " . 24- كما نص النظام الأساسي أيضا على أن ترعى الدولة النشء وتصونه من أسباب الفساد وتحميه من الاستغلال وتقيه شر الاهمال البدني والروحي.

(b) " The State undertakes to protect mothers and children, to cater for the welfare of the rising generation and youth and to create appropriate conditions for the development of their talents " (art. 10);
(ب) نصت المادة العاشرة على أن " تكفل الدولة حماية الأمومة والطفولة، وترعى النشء والشباب، وتوفر لهم الظروف المناسبة لتنمية ملكاتهم " .

42. Furthermore, the statute provides for the struggle of the defenders of human rights and dignity during the revolution to be included in educational programmes, to help sensitize the rising generation to the value of their sacrifice, spread the values of freedom and dignity and disseminate the culture of human rights.
42- كما نص المرسوم على تضمين كفاح المدافعين عن الحرية والكرامة خلال الثورة في برامج التعليم بما من شأنه أن يساهم في تحسيس الأجيال الصاعدة بقيمة هذه التضحيات وفي تقاسم قيم الحرية والكرامة ونشر ثقافة حقوق الإنسان.

States need to work more intensively and seriously with families and educational institutions and to organize extracurricular activities for children and youth that will, from earliest childhood, instil in the rising generation an immunity to the temptation of drugs and an unwavering rejection of them, encouraging a healthy lifestyle in the society.
ويتعين على الدول أن تعمل بصورة أكثر تركيزا وجدية مع اﻷسر والمؤسسات التعليمية، وأن تنظم أنشطة خارج المنهاج المدرسي المقرر لﻷطفال والشباب من شأنها أن تغرس في نفوس الجيل الناشئ حصانة منذ الطفولة المبكرة ضد إغراء المخدرات دونما تردد، والتشجيع على اتباع نمط حياة صحي في المجتمع.

(a) Education is a right afforded by the State in order to protect the rising generation from exploitation and from moral, physical and spiritual neglect, to encourage scientific research, and to support social progress;
