وإذا أردنا أن نبدأ القرن الحادي والعشرين ونحن نشعر بالثقة في أنفسنا، وإذا أردنا ألا تكون الجهود والتضحيات التي بذلت حتى اﻵن على درب التنمية الشائك والشاق قد ذهبت سدى، لا بد لنا من بذل قصارى الجهد للتركيز على نحو أكبر على مبدأ الشراكة العالمية وواجب التضامن، وهو ما يعنيه بالضرورة النظام الدولي الجديد.
