35. 25. Pursuant to the settlement plan and the identification criteria endorsed by the Security Council in its resolution 725 (1991) of 31 December 1991, which had been accepted by the two parties, all the Saharans who had been included in the 1974 census, or had resided in the Territory for a certain period, or whose parents had left the Territory for political or economic reasons, were entitled to take part in the referendum.
٥٢ - وأضاف قائلا إن جميع الصحراويين الذين تم تعدادهم في عام ١٩٧٤، أو الذين أقاموا في اﻹقليم لمدة معينة، أو الذين فر آباؤهم من اﻹقليم ﻷسباب سياسية أو اقتصادية من حقهم أن يشاركوا في الاستفتاء، وذلك وفقا لخطة التسوية ولمعايير تحديد الهوية التي أيدها مجلس اﻷمن في قراره ٧٢٥ )١٩٩١( المؤرخ ٣١ كانون اﻷول/ ديسمبر ١٩٩١ والتي وافق عليها الطرفان.

After referring to a case, in October 1992, in which MINURSO had refused to protect six young Saharans who had sought shelter at its Smara base and who were subsequently sentenced to 20 years in prison by a Moroccan military tribunal, he noted that more recently - on 23 June 1995 - eight young Saharans had been condemned to sentences of 15 to 20 years imprisonment for participating in a peaceful demonstration in support of independence.
وبعد أن أشار الى حالة حدثت في تشرين اﻷول/أكتوبر ١٩٩٢، رفضت فيها بعثة اﻷمم المتحدة للاستفتاء في الصحراء الغربية أن توفر الحماية لستة شبان صحراويين لجأوا الى قاعدتها في سمارا، حكمت عليهم بعد ذلك بالسجن لمدة عشرين عاما محكمة عسكرية مغربية، لاحظ أن ثمانية شبان صحراويين قد حكم عليهم مؤخرا في ٢٣ حزيران/يونيه ١٩٩٥ بعقوبات تتراوح بين ١٥ و ٢٠ عاما لاشتراكهم في مظاهرة سلمية تأييدا للاستقلال.
