60. Ms. Samah (Algeria) said that racism and racial discrimination continued to predominate, and even proliferate in many parts of the world, including in countries where democratic values and human rights had long been firmly entrenched.

52. Ms. Samah (Algeria) said that as the conflicts that uprooted people had multiplied, the problem of refugees was no longer confined to a single continent, as it had been when UNHCR had been created.

In conclusion, I should like to record my appreciation to my Special Representative, Ambassador James Victor Gbeho, and the UNOSOM II Force Commander, General Aboo Samah Bin Aboo Bakar, as well as to their predecessors, all of whom have demonstrated high qualities of leadership in difficult circumstances.

I have the honour to inform you that your letter dated 6 January 1994 (S/1994/21) concerning your proposal to appoint Lieutenant General Aboo Samah Bin Aboo Bakar of Malaysia to succeed Lieutenant General Çevik Bir as Force Commander of the United Nations Operation in Somalia (UNOSOM II) has been brought to the attention of the members of the Security Council.

I also would like to express my deep appreciation to the Force Commander, General Aboo Samah Bin Aboo Bakar, to all civilian and military personnel in UNOSOM II, United Nations agencies and NGOs, as well as to their Somali colleagues, for the courage and commitment they continue to demonstrate in fulfilling their tasks in this complex and hazardous mission.

89. Ms. Samah (Algeria) said that, while the world’s refugee population had declined by some 1 million, there remained more than 26 million persons of concern to UNHCR of whom the overwhelming majority, particularly in Africa, lived in utter destitution.
٨٩ - السيدة سماح )الجزائر(: قالت رغم أن عدد اللاجئين فـي العالـم قـد انخفض بنحو مليون نسمة، لا يزال هناك ٢٦ مليون نسمة موضوع قلق مفوضية اﻷمم المتحدة لشؤون اللاجئين وتعيش اﻷغلبية الساحقة منهم، خاصة في أفريقيا، في عوز تام.

23. Ms. Samah (Algeria) said that the special session on women had proved to be a new milestone in the protracted struggle of women worldwide to free themselves from their shackles and from the prejudices which prevented them from playing a full part in society.
23 - السيدة سماح (الجزائر): قالت إن الدورة الاستثنائية المعنية بالمرأة أثبتت أنها معلم جديد في معركة المرأة المطولة في أنحاء العالم لتحرير نفسها من القيود ومن أشكال التحيز التي تمنعها من أداء دور كامل في المجتمع.

Ms. Samah (Algeria) said that, since the creation of the Office of the United Nations High Commissioner for Refugees, the fiftieth anniversary of which would fall on 14 December 2000, other situations had arisen throughout the world, the varied and complex causes of which continued to throw millions of human beings into exile.
41 - السيدة سماح (الجزائر): قالت إنه منذ إنشاء مفوضية الأمم المتحدة لشؤون اللاجئين، التي تحين الذكرى السنوية الخمسين لها في 14 كانون الأول/ديسمبر 2000، ظهرت حالات أخرى في أنحاء العالم، ما زالت أسبابها المتنوعة والمعقدة تلقي بالملايين من البشر خلال أوطاونهم.

5. Ms. Samah (Algeria) said that the Fourth World Conference on Women represented a high point in women’s fight for recognition of their rights and, thanks to the adoption of a comprehensive and coherent Platform for Action, had signalled the commitment of the international community to act together and with determination in order to restore to women the full enjoyment of their rights.
