67. Ms. Schlyter (Sweden) noted with concern the Special Rapporteur's conclusions regarding those subject to gender-based abuse who were often caught between targeting by terrorist groups and the State's counter-terrorism measures.

Ms. Schlyter (Observer for the European Union) said that the European Union had always been a strong supporter of the Human Rights Council and wished to see a credible, effective body that was able to address and prevent human rights violations in real time.

97. Ms. Schlyter (Sweden), introducing draft resolution A/C.3/63/L.35/Rev.1 on behalf of the five Nordic countries and the other sponsors, announced that the Dominican Republic and Mexico had also joined the sponsors, bringing the total number to 62.

Ms. Schlyter (Sweden), speaking in explanation of vote before the voting, said that after the OIC had proposed the inclusion of a reference to foreign occupation, the sponsors of the draft resolution had responded by including a reference in the revised proposed draft resolution A/C.3/63/L.35/Rev.1.

Ms. Schlyter (Sweden), speaking on behalf of the European Union, said that it hoped that the composite entity responsible for the advancement of women envisaged in General Assembly resolution 63/311 would be set up rapidly and therefore that the report of the Secretary-General on the matter would be issued before the end of the year.

15. Ms. Schlyter (Sweden), speaking as a sponsor on behalf of the five Nordic countries, introduced the draft resolution and said that the following countries had joined the sponsors: Benin, El Salvador, Georgia, the Republic of Moldova, San Marino and Ukraine.

Ms. Schlyter (Sweden), speaking on behalf of the sponsors, thanked all delegations for their constructive cooperation and flexibility in achieving consensus on the draft resolution, and said that the large number of co-sponsors was an expression of solid support for the work of the Office of the United Nations High Commissioner for Refugees and for the role of the United Nations in humanitarian affairs.
