We are extremely surprised by the attempts of the UNSCOM Executive Chairman to distort the Iraqi position, accuse Iraq of non-compliance with Security Council resolution 687 (1991) and incite the Council against Iraq, when he should be conveying to the Council the true picture about the long way Iraq has gone in implementing all the fundamental parts of section C of resolution 687 (1991).

29. The Commission's plan for ongoing monitoring and verification requires Iraq to adopt the necessary measures to implement its obligations under section C of resolution 687 (1991), resolution 707 (1991) and the plan, in particular:

4. Under Security Council resolution 699 (1991), Iraq is responsible for meeting the costs of all United Nations operations resulting from section C of resolution 687 (1991).

For its part, the Iraqi delegation would hear the concerns of the Commission and of IAEA, in particular their specific and concrete identification of those issues which they considered to be outstanding in the implementation of section C of resolution 687 (1991).

Confirms that the Special Commission and IAEA have the authority to conduct activities under section C of resolution 687 (1991) for the purpose of the destruction, removal or rendering harmless of the items specified in paragraphs 8 and 12 of that resolution, after the 45-day period following the approval of this plan until such activities have been completed;

By resolution 699 (1991), the Security Council decided that the Government of Iraq shall be liable for the full costs of carrying out the tasks authorized by section C of resolution 687 (1991).
" ٣١ - وقرر مجلس اﻷمن، بموجب القرار ٩٩٦ )١٩٩١(، أن تتحمل حكومة العراق المسؤولية عن جميع تكاليف المهام المأذون بها بموجب الجزء جيم من القرار ٧٨٦)١٩٩١(.

It will be recalled that the establishment of a system to monitor sales and supplies to Iraq of items relevant to the implementation of section C of resolution 687 (1991) has been viewed by the Commission and IAEA as an important and essential step towards the full realization of their plans for ongoing monitoring and verification.

X. CONCLUSIONS 131. Throughout the present report, the Special Commission has sought to provide a factual overview of developments since the initiation of the implementation of section C of resolution 687 (1991).

26. The Security Council, in paragraph 4 of resolution 699 (1991), decided that Iraq shall be liable for the full costs of carrying out the tasks authorized by section C of resolution 687 (1991).

" 20. Iraq shall adopt the necessary measures to implement its obligations under section C of resolution 687 (1991), resolution 707 (1991) and the plan, in particular:

However, Iraq will have to demonstrate that it has decided to commit itself to a wholehearted and sincere determination to comply with all the provisions of section C of resolution 687 (1991).

Iraq has fulfilled all its substantive obligations with regard to the implementation of section C of resolution 687 (1991) on the elimination of prohibited weapons.
