1. The work of the Special Commission in the reporting period, 17 June to 17 December 1995, has covered the whole range of activities envisaged by section C of Security Council resolution 687 (1991).

Despite progress in the implementation of section C of Security Council resolution 687 (1991), significant problems remain.

1. On 2 October 1991, the Secretary-General submitted to the Security Council a report containing the Special Commission's plan for ongoing monitoring and verification of Iraq's compliance with relevant parts of section C of Security Council resolution 687 (1991).

If the requested declarations and actions by Iraq fulfil the requirements of the Security Council, a solid base will be laid for the full implementation of all aspects of section C of Security Council resolution 687 (1991).

The February talks were carried out in a constructive and professional manner, aimed at closing the proscribed weapons related file as defined in section C of Security Council resolution 687 (1991).

696. Further significant progress was made by the United Nations Special Commission (UNSCOM), headed by Mr. Rolf Ekeus, and the International Atomic Energy Agency (IAEA) Action Team in the implementation of section C of Security Council resolution 687 (1991), concerning the elimination of Iraq's weapons of mass destruction and long-range missile capabilities.

6. The status, privileges and immunities of the Special Commission, the International Atomic Energy Agency (IAEA) and the United Nations specialized agencies involved in the implementation of section C of Security Council resolution 687 (1991) and related resolutions continue to be regulated by the relevant agreements and Council resolutions and decisions.

Such Governments may seek reimbursement when adequate funds are obtained from Iraq, which has responsibility for all costs incurred under section C of Security Council resolution 687 (1991).

The Commission remains profoundly grateful to the Government of Germany for its unique and vital contribution in carrying out the Security Council's mandate in Iraq under section C of Security Council resolution 687 (1991).
ولذلك فإن اللجنة تكن عميق الامتنان الى حكومة ألمانيا على مساهمتها الفريدة والحيوية في تنفيذ ولاية مجلس اﻷمن في العراق بموجب الفرع جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١(.

Had the Executive Chairman's mission not yielded positive results, the possibility of the Commission reporting to the Security Council that Iraq was in compliance with its obligations under section C of Security Council resolution 687 (1991) would have been indefinitely delayed.
ولو لم تكن مهمة الرئيس التنفيذي قد أسفرت عن نتائج ايجابية، فإن إمكانية قيام اللجنة بإبلاغ مجلس اﻷمن بأن العراق يمتثل لالتزاماته المنصوص عليها في الفرع جيم من قرار مجلس اﻷمن ٦٨٧ )١٩٩١( كانت ستُرجأ الى أجل غير مسمى.
