The first requirement for a successful implementation of PFP systems is naturally the existence of a strong performance management system incorporating all the features described in Chapter II above as well as a reliable accountability system (see part II). It is also important that the " rules of the game " regarding performance appraisal and its consequences are clear from the very beginning, when the staff member is recruited.
