21. After a lengthy discussion on procedural issues among the representatives, the Council agreed that all draft decisions, including those emanating from the sessional committees and the report of the Friends of the President, be submitted to the informal open-ended negotiating group for subsequent submission to the Council for formal consideration.
١٢ - وبعد مناقشة مستفيضة دارت بين الممثلين حول المسائل اﻹجرائية، وافق المجلس على أن تقدم كافة مشاريع المقررات، بما في ذلك المشاريع المنبثقة عن لجان الدورة وتقرير أصدقاء الرئيس، الى فريق التفاوض مفتوح العضوية غير الرسمي لتقديمها فيما بعد الى المجلس للنظر فيها بصفة رسمية.

To ensure full participation in the work of the Conference, it is recommended that representatives of Parties should be provided with full powers to participate in the session and, if necessary, to serve as officers of the second session of the Conference of Parties and any sessional committees or working groups, as well as officers of the subsidiary bodies established by the Convention.
ولضمان المشاركة الكاملة في أعمال المؤتمر يوصى بأن يزوّد ممثلــو اﻷطراف بصلاحيات كاملة للمشاركة في الدورة وللعمل إذا لزم اﻷمر كأعضاء في مكتب الدورة الثانية لمؤتمر اﻷطراف وفي أي من لجان الدورة أو اﻷفرقة العاملة وكذلك كأعضاء في مكتب الهيئات الفرعية المنشأة بموجب الاتفاقية.
