9. At the 532nd meeting, on 17 May 1999, those members who were elected at the seventh Meeting of States Parties made a solemn declaration in accordance with rule 15 of the provisional rules of procedure.

As regards the library of the Tribunal, while the start-up costs had been set at the seventh Meeting of States Parties at $60,000 per year for the first five years, an increase in this provision was now required to cover operational costs, in order to maintain the acquisition of serial publications and to continue to develop the library's collections.

4. In accordance with article 43 of the Convention, the seventh Meeting of States Parties to the Convention was convened on 26 February 2001 at United Nations Headquarters.

80. The Agreement on the Privileges and Immunities of ITLOS was adopted by the seventh Meeting of States Parties and was opened for signature at the United Nations Headquarters on 1 July 1997.35 Thirteen states have ratified or acceded to the Agreement to date.

It is my pleasure, as the President of the seventh Meeting of States Parties to the Mine Ban Convention, to mark the eighth anniversary of the entry into force of the Convention. 2007 is an important year as it also marks the tenth anniversary of the start of negotiations, which began in Vienna and concluded in Ottawa with the signing of the Convention in December 1997.

72. The seventh Meeting of States Parties in 1997 endorsed the ongoing need during the first five years to appropriate the sum of $60,000 per year to meet the operational costs and $60,000 per year for the " start-up costs " of the library. This includes the acquisition of basic reference material, major treaties, official documents and important journals and periodicals, with back-copies, as appropriate.
