I wish to take this opportunity to inform you that the Head of State and Chairman of the Supreme Council of Tajikistan, His Excellency Mr. Emomali Rakhmonov, conveyed a personal message to the Secretary-General of the United Nations, His Excellency Mr. Boutros Boutros-Ghali, on the occasion of the forty-fifth anniversary of the Universal Declaration of Human Rights.

I have the honour to transmit the text of a letter dated 30 August 1994 addressed to you by the Head of State and Chairman of the Supreme Council of the Republic of Tajikistan, His Excellency Mr. Emomali Rukhmonov, regarding the action taken by the irreconcilable Tajik opposition and foreign mercenaries to escalate the armed conflict in Tajikistan.
