SECRETARY-GENERAL I have the honour to transmit, in annexes to this letter, the texts of the political statement at the eighteenth session of the Supreme Council of the Republic of Tajikistan and the New Year's greetings by the Head of State and President of the Supreme Council of the Republic of Tajikistan, Mr. Emomali Rakhmonov.

An appeal to the international donors community was launched on 20 August 1992 by the Head of State and President of SNC and the Special Representative of the Secretary-General for Cambodia relating to assistance to the country in its de-mining activities.

5. We reiterate our full support for His Royal Highness Samdech Norodom Sihanouk, Head of State and President of the Supreme National Council of Cambodia, and for his pivotal role in achieving peace and national reconciliation in the period prior to, during and after the elections.
٥ - ونكرر مساندتنا التامة لصاحب السمو الملكي اﻷمير نوردوم سيهانوك، رئيس الدولة ورئيس المجلس الوطني اﻷعلى لكمبوديا، ولدوره البالغ اﻷهمية في تحقيق السلم والمصالحة الوطنية في الفترة السابقة للانتخابات وخلالها وبعدها.

The two sides praised the role of His Royal Highness Samdech Presh Norodom Sihanouk, Head of State and President of the Supreme National Council of Cambodia, in unifying the Cambodian people and in bringing about genuine national reconciliation as well as peace and progress in Cambodia.

I have the honour to transmit the text of an appeal by the Head of State and President of the Supreme Council of the Republic of Tajikistan, Mr. Emomali Rakhmonov, to his fellow-countrymen who by force of circumstance are abroad, to adherents of various ideological and political persuasions, and to members of unauthorized armed formations (see annex).

Mr. Gambi (Central African Republic) (spoke in French): At the outset, I would like to convey to the President, on behalf of His Excellency Army General François Bozizé, Head of State and President of the Central African Republic, who it is my honour to represent here, our heartfelt congratulations on his election to preside over the General Assembly at its sixty-sixth session.

10. In an extended meeting with the mission, the Head of State and President of the Republic confirmed his political will to press ahead with the democratization process, stressing that despite the difficulties faced by the sub-region it had proved possible to preserve a climate of peaceful coexistence in the country, with no political assassinations, forced disappearances or extrajudicial executions.
٠١- وفي اجتماع مطول مع البعثة، أكد رئيس الدولة ورئيس الجمهورية إرادته السياسية على السير قدماً في عملية التحول الديمقراطي، مشدداً على أنه على الرغم من الصعوبات التي تواجه هذه المنطقة دون الاقليمية، فقد ثبت أنه يمكن الحفاظ على مناخ من التعايش السلمي في البلاد بدون أي اغتيالات سياسية، أو حالات اختفاء جبري، أو أحكام إعدام خارج نطاق القانون.
