At COP 8, Parties may wish to decide on the preparation of a harmonized approach and methodology to assess the implementation of activities in the strategic areas for action.

Taking into account previous reports submitted to sessions of the COP and the Committee for the Review of the Implementation of the Convention (CRIC), the following four strategic areas for action are considered in the present report:

It should be underlined that some strategic areas for action identified in decision 8/COP.4 are not priorities for the countries of the northern Mediterranean.
وينبغي الإشارة إلى أن بعض مجالات العمل الاستراتيجي المحددة في المقرر 8/م أ-4 لا تمثل أولوية لبلدان شمال البحر المتوسط.

In order to enhance in practice the sustainability of the strategic areas for action under the Bonn Declaration, it is proposed to start with the identification of sustainable indicators on a local scale.
فمن أجل التعزيز العملي للاستدامة في مجالات العمل الاستراتيجية الواردة في إعلان بون، يُقترح البدء بتحديد مؤشرات مستدامة على المستوى المحلي.

46. The Parties agreed at the seventh session of the COP on the need for clear policy options and practical measures to monitor progress in the strategic areas for action under the Bonn Declaration.
46- اتفقت الأطراف في الدورة السابعة لمؤتمر الأطراف على الحاجة إلى خيارات واضحة في مجال السياسة العامة وتدابير عملية لرصد التقدم المحرز في مجالات العمل الاستراتيجية الواردة في إعلان بون.

122. The strategic areas for action in the Declaration constitute an important lever for the promotion of sustainable development.

In this context, for each future session of the COP the Parties may wish to select a limited number of themes for examination from those of the strategic areas for action adopted for the decade 20012010;

رابعاً - الاقتراحات المتعلقة بخيارات السياسة العامة والتدابير العملية لرصد التقدم المحرز في مجالات العمل الاستراتيجية رصداً منتظماً بغية تحديد أهداف وسيطة من منظور طويل الأجل

Proposal on how to integrate the best practices related to the implementation of the identified strategic areas for action (decision 8/COP.4);
- مقترح بشأن كيفية إدماج أفضل الممارسات المتصلة بتنفيذ مجالات العمل الاستراتيجية المحددة (المقرر 8/م أ-4)؛

26. Most of the responses to the question of whether strategic areas for action as referred in the Bonn Declaration should receive more prominence were affirmative, highlighting the fact that reporting requirements should be aligned to the various commitments under the Convention.
26- وجاءت معظم الإجابات مؤيدةً لمسألة ما إذا كان ينبغي إبراز مجالات العمل الاستراتيجية بصيغتها الواردة في إعلان بون، حيث سلطت المساهمات الضوء على ضرورة مواءمة متطلبات الإبلاغ مع مختلف الالتزامات المترتبة على الاتفاقية.

30. Reports submitted to previous sessions of the COP show that in most affected developing countries activities are currently being implemented in a number of strategic areas for action, with support from some United Nations specialized agencies and active involvement of leading intergovernmental, non-governmental and other international organizations.
30- وتبيّن التقارير المقدمة إلى الدورات السابقة لمؤتمر الأطراف أنه في معظم البلدان النامية المتأثرة تُنفذ حالياً أنشطة في عدد من مجالات العمل الاستراتيجية بدعم من بعض وكالات الأمم المتحدة المتخصصة وبمشاركة فعالة من منظمات حكومية دولية ومنظمات غير حكومية ومنظمات دولية أخرى رائدة في هذا المجال.

33 As a follow-up to decision 4/COP.7, 30 affected country Parties, the Committee on Science and Technology (CST) and one international organization submitted suggestions for benchmarks and indicators as well as for policy options and practical measures to monitor, on a regular basis, progress in the strategic areas for action.
33- على سبيل المتابعة لمقرر مؤتمر الأطراف 4/م أ-7، قدمت 30 من البلدان الأطراف المتأثرة ولجنة العلم والتكنولوجيا وإحدى المنظمات الدولية اقتراحات بشأن مقاييس ومؤشرات وكذلك بشأن خيارات السياسة العامة والتدابير العملية لرصد التقدم المحرز في مجالات العمل الاستراتيجية رصداً منتظماً.

To encourage affected countries to prioritize the implementation of activities in the seven strategic areas for action, once they are fully mainstreamed into national development strategies;
(أ) تشجيع البلدان المتأثرة على منح الأولوية لتنفيذ الأنشطة في مجالات العمل الاستراتيجية السبعة متى أُدمجت بالكامل في الاستراتيجيات الإنمائية الوطنية؛

To further request the secretariat to report to the COP at its ninth session on progress made regarding practical measures to monitor the implementation of activities in the strategic areas for action identified in the Bonn Declaration.
(و) الطلب كذلك من إلى الأمانة أن تقدم إلى الدورة التاسعة لمؤتمر الأطراف تقريرا عن التقدم المحرز بشأن التدابير العملية لرصد تنفيذ الأنشطة في مجالات العمل الاستراتيجية المحددة في إعلان بون.

To encourage major (bilateral and multilateral) cooperating partners and affected developing countries to initiate consultative processes leading to the funding of the prioritized strategic areas for action, including through national strategy frameworks for reducing poverty;
(ب) تشجيع شركاء التعاون الرئيسيين (على الصعيدين الثنائي والمتعدد الأطراف) والبلدان النامية المتأثرة على بدء عمليات تشاورية تؤدي إلى تمويل مجالات العمل الاستراتيجية ذات الأولوية، بما في ذلك عن طريق أُطر الاستراتيجيات الوطنية للحد من الفقر؛

17. The Bonn Declaration identified specific thematic and sectoral areas that it regarded as priority strategic areas for action during the decade 20012010.
17- حدد إعلان بون مجالات مواضيعية وقطاعية بعينها اعتبرها مجالات عمل استراتيجية ذات أولوية خلال العقد 2001 - 2010.

It should be emphasized that some strategic areas for action identified in decision 8/COP.4 were not addressed in the reports from the countries of this region, as they do not enjoy priority.

Having reviewed the report of the CRIC on its third session, including the outcome of the panel discussions on selected strategic areas for action, namely sustainable use and management of rangelands, reforestation/afforestation programmes and intensification of soil conservation programmes, and desertification monitoring and assessment; and sharing the concerns expressed over the fate of pastoralism;

ويتضح مـن تحليل التقارير المقدمة مـن بلدان المنطقة أن مجالات العمل الاستراتيجي المحددة فـي المقرر 8/م أ-4 لا تدخل جميعها ضمن أولويات أوروبا الوسطى والشرقية.
