In line with the orientations provided in its terms of reference, the main focus of the Panel's work was on ways to further strengthen the Commission in the context of its statute, maximize its ability to support the General Assembly in guiding the common system and enhance the Commission's contribution to modernizing and reinforcing the international civil service.

The Panel also urges the Government and its bilateral partners to strengthen the Commission by appointing the two other commissioners provided for in the legislation establishing the Commission and to provide them with adequate logistical support to be able to perform their mandated functions effectively.
