Fundamental Act 4/1992 was drafted on the basis of the rights recognized in the Convention and the recommendations of other international texts, such as the Beijing Rules, which apply to minors between the ages of 12 and 16 years.

The Committee recommends that the State party undertake a comprehensive reform of the system of juvenile justice and that the Convention and other international standards in this field, such as the Beijing Rules, the Riyadh Guidelines and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty, be seen as a guide in this revision.
٢١٩ - وتوصي اللجنة بأن تقوم الدولة الطرف باصلاح شامل لنظام ادارة شؤون قضاء اﻷحداث وأن يُسترشد في هذا التنقيح بالاتفاقية والمعايير الدولية اﻷخرى السارية في هذا المجال، مثل قواعد بيجين ومبادئ الرياض التوجيهية وقواعد اﻷمم المتحدة بشأن حماية اﻷحداث المحرومين من حريتهم.

The Committee recommends that the State party envisage undertaking a comprehensive reform of the system of juvenile justice in the spirit of the Convention, in particular articles 37, 39 and 40, and of other United Nations standards in this field, such as the " Beijing Rules " , the " Riyadh Guidelines " and the United Nations Rules for the Protection of Juveniles Deprived of their Liberty.
