2. Agrees that systems for providing information on how the safeguards referred to in appendix I to decision 1/CP.16 are addressed and respected should, taking into account national circumstances and respective capabilities, and recognizing national sovereignty and legislation, and relevant international obligations and agreements, and respecting gender considerations:

Decision 12/CP.17 entitled " Guidance on systems for providing information on how safeguards are addressed and respected and modalities relating to forest reference emission levels and forest reference levels as referred to in decision 1/CP.16 " .

22. The SBSTA decided to recommend a draft decision on guidance on systems for providing information on how safeguards are addressed and respected and modalities relating to forest reference emission levels and forest reference levels as referred to in decision 1/CP.16 for adoption by the COP at its seventeenth session (the text of the draft decision is contained in FCCC/SBSTA/2011/L.25/Add.1).

Background: The COP, at its seventeenth session, adopted a decision on guidance on systems for providing information on how safeguards are addressed and respected and on modalities relating to forest reference emission levels and forest reference levels as referred to in decision 1/CP.16, as recommended by the SBSTA at its thirty-fifth session.

20. Background: The SBSTA, at its thirty-sixth session, continued its work on issues identified in appendix II to decision 1/CP.16 and initiated its consideration on additional issues identified in decision 12/CP.17 relating to guidance on systems for providing information on how safeguards are addressed and respected and guidance for the technical assessment of the proposed forest reference emission levels and forest reference levels.
