Malta's proposal that the Organization for Security and Cooperation in Europe (OSCE) declare itself a regional arrangement, in the terms of Chapter VIII of the United Nations Charter, was inspired by the benefits of enhanced mutual assistance and cooperation between international and regional organizations.

Later, at the Helsinki follow-up meeting of the Conference on Security and Cooperation in Europe (CSCE), Malta proposed that the CSCE declare itself a regional arrangement, in terms of Chapter VIII of the United Nations Charter — which it did.
واقترحت مالطه فيما بعد، في اجتماع هلسنكي لمتابعة مؤتمر اﻷمن والتعاون في أوروبا، أن يعلن هذا المؤتمر نفسه ترتيبا إقليميا، وفقا ﻷحكام الفصل الثامن من ميثاق اﻷمم المتحدة - وهو ما قام به.

Reaffirms that, in the absence of a decision by the General Assembly itself that a Non-Self-Governing Territory has attained a full measure of self-government in terms of Chapter XI of the Charter of the United Nations, the administering Power concerned should continue to transmit information under Article 73 e of the Charter with respect to that Territory;

The Council also stimulated constructive debate on important global issues such as security sector reform, the role of women in peacekeeping operations and the relationship between the Council and regional organizations in terms of Chapter VIII of the Charter.
وقد عمل المجلس على تنشيط الحوار بشأن المسائل العالمية الهامة مثل إصلاح القطاع الأمني، ودور المرأة في عمليات حفظ السلام والعلاقة بين المجلس والمنظمات الإقليمية وفقا لأحكام الفصل الثامن من الميثاق.

It was in this context that Malta proposed that the Organization for Security and Cooperation in Europe (OSCE) declare itself a regional organization in the terms of Chapter VIII of the United Nations Charter.

It has reiterated its recommendation to the General Assembly that, in the absence of a decision by the Assembly itself to the effect that a Territory had attained a full measure of self-government in the terms of Chapter XI of the Charter, the administering Power concerned should continue to transmit information under Article 73 e with respect to that Territory.

Effective development of the ties between the United Nations and the OSCE will promote the latter's establishment as a full-fledged regional organization in the terms of Chapter VIII of the United Nations Charter, and will strengthen its central coordinating and organizing role on the European continent in the area of security.
إن التنمية الفعالة للروابط بين الأمم المتحدة ومنظمة الأمن والتعاون في أوروبا ستعزز إنشاء المنظمة بوصفها منظمة إقليمية مكتملة التكوين وفقا لأحكام الفصل الثامن من ميثاق الأمم المتحدة، وستقوي دورها التنسيقي والتنظيمي المركزي في القارة اﻷوروبية في مجال اﻷمن.
