Firmly believing in the necessity of deterring terrorist crime at home and the effectiveness of international cooperation abroad, Tunisia passed Act No. 75 of 2003 (10 December 2003) concerning support for international efforts to combat terrorism and prevent money-laundering. In addition to adhering to the requirements of resolution 1373 (2001) in this Act, Tunisia also sought to reconcile two fundamental matters.

In this regard, the Kingdom of Morocco submitted to the Counter-Terrorism Committee a report on the implementation of Security Council resolution 1373 (2001) in which it reaffirmed its commitment to combating terrorism and the adoption of measures able to defeat terrorism and prevent the preparation, financing or commission in its territory of attacks against its own interests or those of foreign countries.

Moreover, Act No. 75 of 10 December 2003, concerning support for international efforts to combat terrorism and prevent money-laundering, contains no provisions that would justify the subjection of a person suspected of committing terrorist offences to unlawful deprivation of liberty or enforced disappearance or any other grave violation of human rights intended to counter terrorism.
كما أنّ القانون عدد 75 لسنة 2003 المؤرخ 10 كانون الأول/ديسمبر 2003 والمتعلّق بدعم المجهود الدولي لمكافحة الإرهاب ومنع غسل الأموال لا يتضمّن أحكاماً تبرّر تعريض المشتبه في ارتكابهم جرائم إرهابية إلى أي حرمان غير مشروع من الحرية أو الاختفاء القسري أو غيره من الانتهاكات الجسيمة لحقوق الإنسان في سياق مكافحة الإرهاب.

On this basis, Act No. 75 of 2003 (10 December 2003) concerning support for international efforts to combat terrorism and prevent money-laundering guaranteed respect for human rights and universal freedoms including, in particular, the right to a fair trial and the presumption of innocence, as principles that enjoy international consensus and are supported in national law.
وعلى هذا الأساس ضمن القانون عدد 75 لسنة 2003 المؤرخ في 10 كانون الأول/ديسمبر 2003 المتعلق بدعم المجهود الدولي لمكافحة الإرهاب ومنع غسل الأموال على احترام المبادئ الأساسية لحقوق الإنسان والحريات العامة ومنها خاصة ما يتعلق بحق الدفاع والمحاكمة العادلة وقرينة البراءة كمبادئ حظيت بإجماع دولي وتكريس قانوني داخلي.
