The General Assembly, in its resolution 49/184 proclaiming the United Nations Decade for Human Rights Education recognized that it is " a lifelong process by which people at all levels of development and in all strata of society learn respect for the dignity of others and the means and methods of ensuring that respect in all societies " , and as such has a fundamental role towards the realization of all human rights.
وقد أقرت الجمعية العامة، في قرارها 49/184 الذي أعلنت فيه عقد الأمم المتحدة للتثقيف في مجال حقوق الإنسان، بأن التعليم " عملية تستمر مدى الحياة، بها يتعلم الناس، بجميع مستويات نموهم وبكل طبقاتهم الاجتماعية، احترام كرامة الآخرين ووسائل وطرق كفالة هذا الاحترام في كل المجتمعات " ، ولذا فإن لهذا التثقيف دوراً أساسياً في إعمال جميع حقوق الإنسان.

Paragraph 3 (b) should be revised to read: " to continue to promote and invest in education, including as a long-term and lifelong process by which everyone learns tolerance and respect for the dignity of others and the means and methods of ensuring that respect in all societies " .
وتنقح الفقرة 3 (ب) ليكون نصها: " مواصلة تعزيز التعليم والاستثمار فيه، بما في ذلك اعتباره عملية طويلة الأجل تستمر مدى الحياة، يمكن من خلالها لكل فرد أن يتعلم التسامح واحترام كرامة الآخرين، وسبل ووسائل ضمان هذا الاحترام في كل المجتمعات " .
