We believe that the efforts of the CD through the Ad Hoc Committee under agenda item 4, in negotiating an internationally legally binding instrument, could act as a matrix within which measures could be undertaken and facilitated with the aim of preventing and prohibiting the use of nuclear weapons, paving the way for their elimination.

It is, therefore, recommended that this text be used as a basis for further consultations with a view to taking a decision on the re—establishment of the Ad Hoc Committee under this agenda item in due course.

On 16 March last the Conference established the Ad Hoc Committee under item 4 of the agenda to negotiate for the purpose of reaching agreements on effective international arrangements to assure non—nuclear—weapon States against the use or threat of use of nuclear weapons.

I should now like to give the floor to Ambassador Mark Moher of Canada, who will introduce the report of the Ad Hoc Committee under item 1 of the agenda entitled “Cessation of the nuclear arms race and nuclear disarmament”, as contained in document CD/1555.

“Again, a year ago this March, the Conference on Disarmament re—established the Ad Hoc Committee under item 4, to'negotiate with a view to reaching agreement on effective international arrangements to assure non—nuclear—weapon States against the use or threat of use of nuclear weapons' .

(a) The re-establishment of the Ad Hoc Committee under agenda item 1 to negotiate, on the basis of the report of the Special Coordinator (CD/1299) and the mandate contained therein, a nondiscriminatory, multilateral and internationally and effectively verifiable treaty on the prohibition of the production of fissile material for nuclear weapons and other nuclear explosive devices;

(b) The re-establishment of the Ad Hoc Committee under agenda item 4 to negotiate with a view to reaching agreement on effective international arrangements to assure nonnuclearweapon States against the use or threat of use of nuclear weapons;

In this context, I take this opportunity to underline the importance my delegation attaches to the early reestablishment of the Ad Hoc Committee under agenda item 1, to negotiate a nondiscriminatory, multilateral and internationally and effectively verifiable treaty on the prohibition of the production of fissile material for nuclear weapons and other explosive devices.

The timetable was, as is traditional, prepared in consultation with the Chairman of the Ad Hoc Committee on Negative Security Assurances and the Chairman of the Ad Hoc Committee under item 1 of the agenda, entitled “Cessation of the arms race and nuclear disarmament”.

South Africa welcomed, and continues to welcome, the decision which was taken last year in the Conference on Disarmament to establish the Ad Hoc Committee under item 1 of the agenda entitled “Cessation of the nuclear arms race and nuclear disarmament” which will be negotiating the fissile materials treaty (FMT) on the basis of the Shannon report (CD/1299) and the mandate contained therein.

To accomplish this, the Conference must first re-establish the Ad Hoc Committee under agenda item 3 to negotiate and conclude an international legal instrument prohibiting the testing, deployment and use of weapons, weapon systems and components in outer space so as to prevent the weaponization of, and an arms race in, outer space.

However, I have asked for the floor as a national delegation to additionally welcome the decision which we have just taken to establish the Ad Hoc Committee under item 1 of the agenda, entitled “Cessation of the nuclear arms race and nuclear disarmament”, which will be negotiating the fissile material cut—off treaty (FMCT) on the basis of the Shannon report (CD/1299) and the mandate contained therein.
غير أنني طلبت أخذ الكلمة كوفد وطني ﻷضيف ترحيبنا بالمقرر الذي اتخذناه للتو بإنشاء اللجنة المخصصة في إطار البند ١ من جدول اﻷعمال، المعنون " وقف سباق التسلح النووي ونزع السلاح النووي " ، وهي اللجنة التي ستتولى التفاوض على معاهدة وقف إنتاج المواد الانشطارية على أساس تقرير شانون (CD/1299) والولاية الواردة فيه.
