33. International human rights instruments, as well as the Additional Protocol I to the Geneva Conventions, of 12 August 1949, give indications of the material scope of the right to the truth.

In order to ensure respect for and protection of the civilian population and civilian objects, the Parties to the conflict using cluster munitions shall at all times distinguish between the civilian population and combatants and between civilian objects and military objectives and accordingly shall direct their operations only against military objectives.
