It further recommended that Saint Vincent and the Grenadines consider whether the lack of complaints relating to racial discrimination before the High Court was not the result of the victims' lack of awareness of their rights, the lack of confidence on the part of individuals in the judicial authorities, or the authorities' lack of attention or sensitivity to cases of racial discrimination.
كما أوصت سانت فنسنت وجزر غرينادين بالنظر فيما إذا كان عدم تقديم شكاوى تتعلق بالتمييز العنصري إلى المحكمة العالية ليس نتيجة انعدام وعي الضحايا بحقوقهم، وانعدام ثقة الأفراد في السلطات القضائية، أو نتيجة عدم اهتمام السلطات بقضايا التمييز العنصري أو عدم إحساسها بها(26).
