4. To initiate the creation of a mechanism of consultations with respect to implementing projects on energy resources transportation, including those of the Caspian Sea region.
٤ - الشروع في وضع آلية للتشاور بشأن تنفيذ مشاريع نقل موارد الطاقة، بما فيها موارد الطاقة في منطقة بحر قزوين.

In that context, the Ministers welcomed the contributions of the Organization of the Islamic Conference, as reflected in the Baku Declaration on Energy Efficiency and Sustainable Development in the Caspian Sea region and Other Oil Producing and Exporting Countries and the relevant resolutions, and of the League of Arab States.

In our opinion, the next step must be taken, namely, to arrange a representative forum on security in Central Asia and the Caspian Sea region.

11. The Parties noted the growing importance of European energy security and also expressed their support for the development of energy transportation projects connecting energy resources of the Caspian Sea region with the European energy network.

The Baku Symposium on Energy Efficiency and Sustainable Development, focusing on energy efficiency initiatives and achievements in countries of the Caspian Sea region and other oil producing and exporting countries, was held in Baku, Azerbaijan, from 28 to 30 March 2006.
عُقدت ندوة باكو بشأن كفاءة استخدام الطاقة والتنمية المستدامة، مع التركيز على مبادرات كفاءة استخدام الطاقة والمنجزات في بلدان منطقة بحر قزوين وسائر البلدان المنتجة والمصدّرة للنفط، في باكو، أذربيجان، في الفترة من 28 إلى 30 آذار/مارس 2006.

The countries with economies in transition were cooperating in the development of their transportation and communications infrastructure through projects to improve transport of oil from the Caspian Sea region, rehabilitate the Great Silk Road and provide for their telecommunications needs through the " Silksat " satellite.
36 - واستطرد قائلا إن البلدان التي تمر اقتصاداتها بمرحلة انتقالية تتعاون في تنمية الهياكل الأساسية للنقل والاتصال فيها من خلال مشاريع لتحسين نقل النفط من منطقة بحر قزوين وإصلاح طريق الحرير العظيم وتوفير ما تحتاج إليه من وسائل للاتصالات السلكية واللاسلكية من خلال التابع الاصطناعي " سيلك سات " .

I have the honour to transmit herewith the text of the Baku Declaration on Energy Efficiency and Sustainable Development in the Caspian Sea region and Other Oil Producing and Exporting Countries, which was adopted at the Baku Symposium on Energy Efficiency and Sustainable Development, held in Baku from 28 to 30 March 2006 (see annex).

(d) An action plan to promote cross-border cooperation in counter-narcotics enforcement in the Caspian Sea region and among Afghanistan, Iran (Islamic Republic of) and Turkmenistan (the " purple paper " ), currently still in formulation.

Another of the action plans (the " purple paper " ) promotes cross-border cooperation in counter-narcotics enforcement in the Caspian Sea region and among Afghanistan, Iran (Islamic Republic of) and Turkmenistan.
24- وهناك خطة أخرى من خطط العمل ( " الورقة البنفسجية " ) تعمل على تعزيز التعاون عبر الحدود في مجال إنفاذ قوانين مكافحة المخدرات في منطقة بحر قزوين وكذلك فيما بين أفغانستان وإيران (جمهورية-الإسلامية) وتركمانستان.

5. Welcome the efforts made in the countries of the Caspian Sea region on increasing public awareness, including education and training; on the importance of energy efficiency and conservation; strengthening capacity-building, improving the performance of energy and materials use; integrating energy efficiency considerations into the planning, operation and maintenance of long-existing energy supply and use infrastructures.
5 - نرحب بالجهود المبذولة في بلدان منطقة بحر قزوين بشأن إذكاء الوعي العام، بما في ذلك التعليم والتدريب؛ وبشأن أهمية الكفاءة في استخدام الطاقة والحفاظ عليها؛ وتعزيز بناء القدرات، وتحسين أداء استخدام الطاقة والمواد؛ وإدراج الاعتبارات الخاصة بكفاءة استخدام الطاقة في تخطيط وتشغيل وصيانة الهياكل الأساسية لعرض واستخدام الطاقة في الأجل الطويل.

We believe that the establishment of an advisory council on peaceful development in Central Asia and the Caspian Sea region may emerge as one of the political outcomes of that forum.
ونعتقد أن إحدى النتائج السياسية التي يمكن أن تتمخض عن ذلك المنتدى قد تكون تشكيل مجلس استشاري معني بالتنمية السلمية في آسيا الوسطى ومنطقة بحر قزوين.

Since our country is located at the centre of a vast region that includes Central and South Asia, the Caspian Sea region and the Caucasus, we are constantly aware of the hot winds of such conflicts.
وبما أن بلدنا يقع في المركز من منطقة شاسعــة تشمــل آسيا الوسطى والجنوبية، ومنطقة بحر قزوين والقفقاس، فإننا نشعــر باستمرار بلفح الرياح الساخنة التي تهب من ساحة هذه الصراعات.
