The Unit supports the views expressed by the Chairman of the Panel of External Auditors and the United Nations Board of Auditors in a letter to the President of the General Assembly, submitted in accordance with section II, paragraph 8, of resolution 48/218, on the different nature, roles and functions of the external and internal audit and oversight mechanisms in general (A/48/876, annex).

The Unit supported the views expressed by the Chairman of the Panel of External Auditors and the United Nations Board of Auditors on the different nature, roles and functions of the external and internal audit and oversight mechanisms in general and agreed that strong and independent external audit and oversight functions should be at the core of the accountability arrangements of the United Nations (A/48/876, annex).
٣٤ - وأعرب عن تأييد الوحدة لﻵراء التي عبر عنها رئيس فريق مراجعي الحسابات الخارجيين ومجلس مراجعي الحسابات باﻷمم المتحدة بشأن اختلاف الطابع والدور والوظائف بين المراجعة الخارجية والداخلية وآليات المراقبة عموما، وأضاف أن الوحدة توافق على ضرورة أن تصبح المراجعة الخارجية ووظائف المراقبة المستقلة القوية اﻷساس لترتيبات المساءلة في اﻷمم المتحدة A/48/876)، المرفق(.

)ب( اعتمدت، استجابة لرسالة موجهة من رئيس فريق مراجعي الحسابات الخارجيين لﻷمم المتحدة والوكالات المتخصصة والوكالة الدولية للطاقة الذرية الى اﻷمين العام، بصفته رئيسا للجنة التنسيق الادارية، بيانا بشأن مسألة المراجعة المستقلة للحسابات التي طلبها مانحو اﻷموال الخارجة عن الميزانية والاستعراضات الادارية التي طلبتها الدول.

On 10 December 1997, the Chairman of the Panel of External Auditors wrote to the Secretary-General of the United Nations that, in principle, both extrabudgetary donors and Member States should be prepared to rely on the competence of the Organization and the normal internal and external audit arrangements.
