The issue of the implementation of the provisions of the Charter relating to assistance to third States affected by the imposition of sanctions had been extensively discussed in both the Special Committee on the Charter and the Sixth Committee, and a series of resolutions had been adopted as a result.

Ms. Tugral (Turkey) noted that the Special Committee had received the mandate to consider, on a priority basis, the question of implementation of the provisions of the Charter relating to assistance to third States affected by the application of sanctions, a matter to which Turkey attached the utmost importance, having long been such a third State.

Ms. Tansu-Seçkin (Turkey) said that, as a third State that had suffered considerably from the consequences of sanctions, Turkey had been following with great interest the deliberations of the Special Committee regarding implementation of the provisions of the Charter relating to assistance to third States affected by sanctions.

His delegation was happy to note that the Security Council was giving due consideration to Article 50 of the Charter relating to assistance to third States affected by the application of sanctions under Chapter VII, having made the shift from general and comprehensive sanctions against States to targeted sanctions against individuals and entities, especially in the global effort to combat terrorism.
