Negotiated under the auspices of UNEP, the Convention entered into force on 29 December 1993, and Greenpeace International participated in the first meeting of the Conference of Parties to the Convention in the Bahamas in late 1994, as well as at its second meeting at Jakarta in late 1995.

28. The ecosystem approach is recognized by the Conference of Parties to the Convention as a framework for analysis and implementation of the objectives of the Convention, as well as for its various thematic and cross-cutting work programmes (decision IV/1.B).
